This Report concerns the issue of compensation for civilians impacted by armed conflict. Civilians are considered to be innocent parties in armed conflict by both ethics and international law, but they are amongst those who suffer the most. Compensation is not only to address loss but, along with the pursuit of justice and the promotion of reconciliation, one of the most important aspects of peacebuilding.
